increase size of ppa to support precise dev

Hi,

I'm working on validating the use of libjpeg-turbo so that it can replace with libjpeg. This involves a fairly large set of packages documented here: https://wiki.linaro.org/TomGall/LibjpegUse

I'm working with doko on this.

There are two PPAs in use for this project.

1) tom-gall/libjpeg-turbo is 73% full and I'm sure I'll fill it tonight. This one includes libjpeg-dev from libjpeg turbo and mean to test the compilation against the libjpeg-turbo's dev in place of libjpeg's dev.

2) tom-gall/ltj-precise is 100% full already. This one includes libjpeg-turbo but without it's 'dev component. As requested by doko this should test the ability to use libjpeg-turbo as a drop in replacement without having to recompile.

As it's a holiday for most of the week in the US, it would be great to see this acted on Monday November 21st.

I'd like to think that 8 gig for each PPA should be enough. In another month we should be able to delete ltj-precise and shrink libjpeg-turbo back to it's original size.
