It's not possible to change the privacy of a PPA after it has had packages uploaded. You'll need to create a new one.

Thanks for your answer.
I still have a couple of doubts since it's not clear to me what's the best strategy to follow:
- The PPA I'm talking about is in a private team so when I try to create a new PPA in the same team launchpad tells me that the PPA is going to be private by default. As per your response I understand that once I create that new PPA, I could request to make it public before uploading any package. Is that correct? Is there a better procedure for this?
- Assuming I have that public PPA avaialble, is it possible to rename both the old one and the new one so that users don't need to learn a new PPA name? That would be really nice to avoid some confusion.

Private teams are private. They can't own public PPAs.
It's not possible to rename PPAs, unfortunately.
