There is no limit to how long a bug can remain private. Some are never made public. But usually a private bug will be marked public in not too long. Most of the time when a bug is private, it is because it was automatically filed as a private bug using Apport, because it contained information like a CoreDump.gz attachment and the contents of registers, the former of which is usually removed after the bug is retraced (or fails to be retraced), and the latter of which are inspected by triagers to see if it looks like they contain users' private data that ought not be disclosed.
