Can't translate any program

Hi,
I've joined the Launchpad community a while ago. A few days ago I tried to use translations.launchpad.net. The problem is that I can neither translate any program nor upload any .po file, although I'm logged in. I even tried joining translation-teams. Nothing has changed. Here's what I mean:

 There's no matter which application I'm trying to translate nor whether I'm logged in or not... What am I doing wrong?

Hello,

the translations in your screenshots have a legend in the bottom of the page:

“This translation is not open for changes.”

That mean that the creator of that specific translation assigned to it “Closed” permissions, so nobody can make changes to it.

well that's odd because I can't translate ANY project... I tries to find a solution for this in other forums. The funfact is that other users are able to make translations.
The project in the screenshot is udev-notify ( https://translations.launchpad.net/udev-notify/trunk/+pots/udev-notify/lt/+translate ). As I said, other people can translate it (unless they were lying) :)

Okay, I found a solution. It was a wrong setting set in licensing settings of my account.
