Weed out open non-bugwatch bugs on products/distros that don't use Malone

Launchpad no longer lets people report bugs on a product or distribution unless the registrant of that product or distribution has said they're using "Malone".

However, there are a bunch of bug reports that were filed on such products or distributions before this restriction was implemented. Some of these should be linked to bug watches; some are on products when they should be on packages; some are probably duplicates; a few may be invalid.

Examples include <https://launchpad.net/quills/+bugs> and <https://launchpad.net/grub-installer/+bugs>.

These bugs need to be resolved somehow. One way would be for Stuart to run a query and give us links to all the bugs so we can resolve them ourselves. Another way would be to provide a link on Launchpad's Bugs front page for volunteers to help out. Which way would take less time depends on how many such bugs there are.

This bug is dependent on bug 34343, because that bug still allows bug reports to become misfiled, and the cleanup should need to be done only once.

Moreover, as far as I can see, the general public can't even view these bugs. If so, a community effort would not be possible, and conversely the unwanted bugs probably cause very little harm.

I don't much care how this is tracked, as long as it is. If you're going to track it as a bug, then don't mark it as "Invalid" when it still needs doing. And if you're going to track it as a question, then don't mark it as "Answered" when it still needs doing.

I thought of writing an API script to do something about this, just
report on it perhaps, but it's not possible to know if a project uses
Launchpad Bugs or not via the web API. Filed as bug #880942.

I assigned this question to prevent it from being expired. That will not help this issue be closed. All parties must agree to work on the issue to come to a solution.
