Checkbox translations are not being shared between upstream and Ubuntu

Although being correctly set up for sharing, it seems that in the Checkbox project, the checkbox upstream/downstream templates are not sharing translations:

Ubuntu template: https://translations.launchpad.net/ubuntu/oneiric/+source/checkbox/+pots/checkbox

Thinking that it was a data migration issue, I've even exported translations from Ubuntu Oneiric and imported them into the upstream trunk 'checkbox' template. However, that did not seem to make a difference, since only the template seemed to get imported, even though the uploaded tarball contained the template and translations.

Does the "import templates only" autoimport setting also apply to manual uploads? I would have expected it not to.

Here are two examples where it can be seen that translations are not being shared (strangely enough, they don't even appear as global suggestions):

I'll be looking into this later today. FWIW, the automatic import setting should not affect the manual import.

I could not confirm this on staging. There only seems to be a skew in favour of Ubuntu, mostly due to Ubuntu translations not having been migrated to upstream automatically.

Can you help with this problem?
