change owner for pcf after owner left

I'd like to change the owner of the pcf team:

Chris Lahey hasn't worked at PCF in 3 years, he hasn't responded to my emails over the years to change the owner for the pcf team, and I've got no other way to contact him. I mentioned this the last time when I needed to get bumped up to administrator, too.

Since the owner is the only person who can make members administrators, this is making it difficult for us to do things.

Given that we've been unable to contact Chris over the last couple of years, how can we get the owner of the pcf team changed from him to me?
