why are source and Launchpad version nubers different?

I am working with code imported into Launchpad.

Here is the source:
http://trac.osgeo.org/grass/changeset/46428/grass/branches/releasebranch_6_4

The imported one:
http://bazaar.launchpad.net/~grass/grass/releasebranch_6_4/revision/20660

Why is the revision number changed from 46428 (SVN) to 20660 (BZR)?

Subversion revision numbers count the number of changes that have occurred across the entire repository.

Bazaar revision numbers count the number of changes that have happened in the ancestry of the particular branch.

So, the number is different because it is measuring a different quantity.
