Team membership expired without warning

I thought if membership to a team was about to expire you received a warning notice. I was just expired from the Tennessee LoCo team without a warning. No big problem as I have just re-applied - but I thought I should mention just in case there's a problem.

The flag-expired-memberships script was broken for about 10 days. Emails were not sent. the fix was released earlier today.
