I would like a time spent feature and a reporting mechanism

As a software engineer/project manager/tech lead I would like a time tracking system so that I can generate a report of how my time was spent during a period of time.

On any given Blueprint and bug I'd like to enter in time-spent on date. I'd like a reporting mechanism to run a report. The report should list all of the things I spent time on in both hours and over all percentages. like:

Task A 30.0%
Task B 24.1%

etc..
