Launchpad is not developed by opinion, I am not aware of any project that is developed by the opinion of users. Corporate applications, driven by marketing departments do follow opinion, often to their detriment.
Contributors are welcome to develop what they wish, but the features are developed by core project stakeholders who control their agenda. The core developers define goals, and they often base these goals on both their experience and user feed back. But goals are accepted by merrit, not votes.
Users treat blueprints as like brainstorm, which is a contributing reason why Blueprints are rarely enabled by projects. Lp bug nominations were also used to "vote" for features for many years before project drivers demanded that the feature be fixed or removed.
Thus, brainstorm is a nice tool to learn user needs, and when the needs overlap with a projects goals, the idea might be acceptable after revision. Brainstorm is not a tool that will ever drive developers or stakeholders.
