Create project group

The umannos project is a Ubuntu derivative with many parts. Thus, it would be better as a project group. Please delete the existing project and re-create it as a group.

It should be owned by team umannos, https://launchpad.net/~team-umannos

We are an established group - we have created the UGR project, and many of our devs will start work on this shortly.
