dev wiki readonly to logged-in users

~skaet was trying to make a change to <https://dev.launchpad.net/LEP/OnlySeriesTasks> but even when logged in to the wiki no 'edit' button appears. There is no ACL in the source of the page. Is there some kind of global ACL, and if so is this really a good idea?

(to convert the bug to a question, not to make things writable.)

jml (iirc) tells me there is an acl limited to ~launchpad-dev, and that people do try to put spam there, but perhaps it can be loosened.

It's restricted to one of ~launchpad-dev or ~launchpad-doc. There were spam issues that triggered the lockdown.
