Change some package set ownership back to DMB

The Developer Membership Board owned some package sets (mozilla, network-manager, sugar, zope) in maverick. But due to a bug (bug 740892) those become TB owned in natty. The bug got fixed but the data still needs fixing.
As it seems that this can't be done through the API an LP admin needs to change it.
When this bug got discussed on IRC, Colin Watson agreed that those package sets should be DMB-owned again (see http://irclogs.ubuntu.com/2011/03/23/%23ubuntu-motu.html#t11:01).
