bug reporting on this site does not work

When reporting a bug, I am asked to enter a problem summary. Whatever I enter (long, short) I get error 1 and the notification that a summary is required.

Which browser are you using? We have an open bug for this issue regarding IE.

I believe this is bug 500015, which affects IE users.

I use IE. I'll use a different browser instead.
