Launchpad does not support markup in user entered content at this time. URL and are linked by the formatter that preserves blank lines.

Hi, it does exist:

 - For PPA descriptions: https://bugs.launchpad.net/launchpad/+bug/392123

As mentioned in the comments on that first bug report, this is an item in a long backlog of things to implement. Until we are able to pick t up, we accept community y contributions. Also, feel free to click on "this bug affects me" button in the bug report.
