Submit Bug Button Gone

There is no "Submit Bug" button anymore. Where did it go? How is one to leave a bug report now?

Which project has the bug you want to report? Find that project in Launchpad, and you'll be able to report a bug from the project homepage by clicking "Report A Bug".

For instance, if you want to file a bug in Launchpad itself, you would go here and click "Report a Bug":

https://bugs.launchpad.net/launchpad-project

If you file a bug in the wrong project, someone will redirect it.

Two other things to consider is that the "Report a bug" action looks like a link at the moment. Will will fix this this month. Note that the "Report a bug" action is only available on projects that use Launchpad to track bug. project that disable bug tracking will also remove the link from pages.
