Ubuntu Launchpad should offer builtin feature we can add attachment

It does, for bugs, but not for questions. See bug 77123. Some of the related questions linked in that bug contain suggestions for places on the web where you can post content and link to it from answers.launchpad.net (as a workaround for the absence of this feature).
