"Create packaging recipe" link missing in bzr branch

This question has already been posted here https://answers.launchpad.net/launchpad/+question/124741 and it was "solved" by the OP, but the question was not really answered.

I'm trying to create a packaging recipe for https://code.launchpad.net/~vcs-imports/freecad/trunk but the "create packaging recipe" link (which should be there according to https://help.launchpad.net/Packaging/SourceBuilds/GettingStarted) is missing. I don't know if it's related to the fact that our code is an import from svn and the owner is VCS Imports.

It is unclear why the Edge version of Launchpad supposedly is the only one to support this feature (according to the aformentioned answered question), or what is required to be on it. As a matter of fact is seems Edge has been deprecated, see http://blog.launchpad.net/general/edge-is-deprecated .

If indeed there are some conditions to create a packaging recipe, the page https://help.launchpad.net/Packaging/SourceBuilds/GettingStarted should be updated accordingly.

As recipe builds are currently considered to be in beta, they are only displayed to users who are opted in to beta testing, either by joining the overall beta team:

    https://launchpad.net/~launchpad-beta-testers

or joining this specific beta:

    https://launchpad.net/~launchpad-recipe-beta

This is in fact already mentioned on https://help.launchpad.net/Packaging/SourceBuilds/GettingStarted, but it was in very small text. I have increased the size of the text to make this important information more accessible.
