Can I add a comment to an expired question without re-opening the question?

A question that expires due to inactivity is not technically answered. If at a later time, I find the answer myself -- it does not appear that there is a way to submit that answer and change the question status to "answered".

Is this correct?

This question was expired because it remained in the 'Open' state without activity for the last 15 days.

Not at this time. There is an open bug <https://bugs.launchpad.net/launchpad-answers/+bug/114710> requesting that comments be allowed for rejected and solved question. I think the same argument applies to questions that expires.
