Who's allowed to add download files?

Alexander Belchenko is a member of the ~bzr team, but when he tries to upload a file through https://launchpad.net/bzr/0.91/0.91/+adddownloadfile he gets "not allowed here". Why? What do I have to do to let him upload files?

In my opinion an project member should be able to upload files.

See also bug 145416 asking that the message should make it more clear why it's not allowed.

Right now, only the release owner. That's a bug, though.

Found it after registering a release for a branch!
