Please change ownership ubuntu-l10n-id

Hello Ubuntu Translator
As describe above, Ubuntu-ID Translator now handled by inactive person. we (from ubuntu-id staff) want to transfer ownership to Ubuntu ID Loco Council [1]. So Ubuntu if a person in ubuntu-id left team we can replace to others. surely we are very confused with current conditions because we can handled ubuntu-l10n-id.
