Re-assign ownership of the "pcb" project

The PCB project comes under the wider umbrella of the gEDA suite of electronic design tools.

I've one of the gEDA developers, and have been looking at migrating out trackers from SourceForge to Launpad. In order to do that, I would like the ownersip of the "pcb" project transfered from the registry administrators to the "geda-developers" user "~geda-developers"

I trust it would be possible in the future to hand off ownership to a "pcb-developers" group if it was deemed sensible in the future to separate the two for the purposes of bugmail / administration / whatever.

~geda-developers is now the owners of /pcb. You can create teams and place the in the maintainer or driver roles as you wish.
