Hi Steve,

Your question has generated an interesting discussion about this. We don't have a fully agreed to answer yet but we're closing in. We will be releasing further updates to the PPA Terms of Service to help address this and other related questions. Look for these on https://help.launchpad.net/Legal. I'll reply back to this Question with further details once it's all sorted. Stay tuned.

Thanks,

Joey

Moving back to open. I think we have reached an acceptable answer for this which is to treat them under the same provisions as Ubuntu.

Information about Ubuntu's licensing can be found here: http://www.ubuntu.com/community/ubuntustory/licensing

I should have updated PPA terms in time for the Launchpad Release.
