Why won't launchpad let me create an FAQ?

1. I am *already* the answer contact for https://answers.launchpad.net/ubuntu/+source/pitivi (the project itself doesn't use LP)
2. I am also an approved member of the "ubuntu answers" team, if that makes any difference

For some reason, launchpad:
- doesn't show a "Create FAQ" button on the list of open questions (faq #668 was a lie!)
- refuses to let me create a FAQ out of an existing question. I get this message when I try:

"Not allowed here
Sorry, you don't have permission to access this page."

I'm pulling my hair off because nobody seems to be able to tell me why it doesn't work and I'd rather be able to spend time helping users than chasing permission problems in LP.

Oh, it does show the "Create a new FAQ" button when you are already "inside" a question; but that doesn't work (as described above).

This is a bug that was probably introduced a few months ago. There is conflicting permission rules for IFaqTarget and Distribution. I will report a bug,
