This seems to be an operational issue, not a bug in the code.

I wouldn't be surprised if Launchpad's firewalls drop some kinds of traceroute probe. Can you reach the web interface? If not, what happens there? Can you get a packet trace of the failed connection?

There was an operational issue last week, AIUI. Please reply if the problem is persisting.
