I am having a team of 141 members but how to take up a project?

I do not understand the question. I think you are talking about ~india.launchpad.team. Are you asking how they team can help projects?

It is best to already have a bazaar branch of code that can be shared with users, but it is not required.

Visit https://launchpad.net/projects/+new to register a project that anyone can contribute to
Visit the "Change details" link in the side bar to add external links if you want to add a home page
Configure the code application (set the trunk series to use the branch of code) from the side bar link
Configure the bug tracker from the side bar link
Configure translations from the side bar link
Configure answers from the side bar link

You are done when the project progress bar is complete.
