I am told that no PPA exists for kkubasik

After having created a PPA for myself (user kkubasik) I get the following error every time I try and upload a package.

Rejected:
Could not find PPA for 'kkubasik'
Signer has no upload rights at all to this distribution.
Signer is not permitted to upload to the component 'main' of file 'beagle_0.2.18-0ubuntu1.dsc'

my dput.cf is as follows
