Please add one more lpia builder

With 2 lpia bullders, https://edge.launchpad.net/builders consistent shows the lpia queue above 24 hrs. If one more was added, it should be sufficient.

As long as production is still running lp-buildd 70 or later, this should just be a matter of flipping the architecture selector on +edit for a couple of i386 builders to lpia for a while.

Per advice from Lamont, have switched rhenium to lpia
