2. I'm translating into the languages which i don't fluent with auto translation tools.
3. I'm natively Turkish speaker. Also I'm fluent in English. I don't fluent in others.

We recommend to translators to only translate from English to a language they are fluent with.
We do not recommend using automatic translation tools.

Is users usually sends the translations that generated with auto-translation tools are banned?
Or exageration of adding translations that generated with auto-translation tools like Google Translate or Apertium is a reason for blocking from Launchpad?

You're asking the wrong people. It's a matter for the applicable translation team and for the project owners. They will have to talk with a user who does this. But if they ask the user not to do it, and the user keeps doing it, then they may have to ask us to do something about it.
