Adding hardy-backport repository to packaging-build

I've just backported libgrib-api from lucid to hardy. The backport requires some other packages, i.e. debhelper >= 7, which are all available in the hardy-backports repository. Nonetheless, the build fails complaining about missing dependencies.

Is it possible to add the hardy-backport repository to the build-machine? Is it possible to add any other repository (i.e. other launchpad repository) to the build-machine?

If this is in a PPA then you can simply click on "Manage PPA dependencies" and select the option in the next page to use -backports.
