Fix bad milestone date that causes timeouts

We are seeing oopses caused by an insane date. I believe it is possible for an admin or owner to fix this by changing 1010 to 2010.

Took a little doing. Had to fall back on some sql (even the page to edit the milestone was oopsing), but the milestone has been updated to this millennium.
