How does the "Launchpad currently recommends translating version x" work?

For my current pet project launchpad says people should be translating 0.2 series instead of 0.3, which is the latest, even when 0.2 has a priority of 0 and 0.3, 3. What criteria is Launchpad using? How can I change this?

This is a known bug in Launchpad Translations. We'll be working on fixing it soon.
