Registering a project with the same name as a deactivated project

Owner of project timetracker agreed to my request and deleted it (as he was no longer using it). But now when I try to register my project under the same name I get "timetracker is already used by another project". When will the database synchronize?

Projectect cannot be deleted. As I said in the question yesterday. I deactivated the project. I will assign this question to an admin who can rename timetracker to timetracker.old
