Does Blueprints mean "Feature request"?

I'm not sure if Blueprints means "Feature request" because I've posted 2 Blueprints but no one responded!

Hi M. Bashir,

Most projects that do use blueprints treat them as plans for a feature the project's community has already agreed upon. They usually come to this agreement through discussion in the project community's regular channels.

If you want to request a feature for a piece of software it is best to visit the project's mailing lists or IRC channel and make the request in person. One of the project contributors will help you take it from there.
