Duplicate Questions in Answers can anything be done?

There seems to be quite a few questions in Ubuntu/Answers that, for whatever reason, are initially submitted more then once. So there will be two, or more, identical questions each with it's own question number.

As a user that does not own the Question in any manner, can anything be done? Is this for admins to deal with? If so, are there any procedures that can be followed to report these duplicate questions?

I used to think you could mark them as duplicates. However, I'm not seeing where I thought that was done.

Perhaps there should be a check that Launchpad performs to prevent duplicate postings. Maybe compare the asked question to the previous 10 and if they're >98% the same say that the question was just asked.

There are two bugs that relate to this issue. Contibutors are welcome to help fix them.
