The ownership of the Ubuntu Costa Rica Team https://edge.launchpad.net/~ubuntu-cr needs to be changed to https://edge.launchpad.net/~elopio as he is the appointed LoCo Team Lead.

According to czajkowski, repeated attempts to contact the existing owner have met with no response.
