How are the different translation templates made?

Morning,

How are the translation 'templates' put into the different templates? Does it go by filename of .pot file we upload, or does it go by the following line in the .pot file:

"Project-Id-Version: Template Title\n"

We use filenames to know whether are different.

That needs to be done manually so we could do the other too, but is slower to do those checks.
