Request to rename a user

I'm wondering if it is possible that I could have the 'rdb' username. Currently, ~rdb belongs to someone who has almost zero activity on launchpad (he asked one question) and he is not responding to my e-mails.
Would it be possible to rename that user into something like 'ronb' so that I could rename my account into 'rdb'?

Have renamed the earlier ~rdb to ~ronb; left a note in the whiteboard explaining why.
Have renamed yours to ~rdb
