I am not sure what we can do to help. This issues looks like one that you should be working with the owner or admins of ~mono to resolve. I think you need to ask an admin of that team to remove the email address (Launchpad just hides the address). A Launchpad admin can then do a db delete to remove the unused email address address. Then you could reregister it.

We have performed all of the operations on ~mono that we are able to. There is a bug #250103 that the email is not able to be fully deleted from ~mono to be moved over.
Please could a LOSA perform a DB delete of the email address so that we are able to set it as the contact address of ~ubuntu-
