When is a bug marked as changed (affecting "most recently changed")?

I've sorted my bugs by "most recently changed" and every now and then I see a report on top that has no new status/comment added. Is this because of new subscriptions or a raised number of affected users? I really would like my bugs sorted by the time of _relevant_ changes. :-(

Anything that updates the date_last_updated field of a bug will make the bug appear in the most recently changed list. This includes subscribing and unsubscribing from bugs and adding or removing affected targets. Marking someone affected does not make the bug recently changed.
