Translating Launchpad is not possible at the moment. There is a lot of work involved to get all of the source code to be translatable and there are no plans to make that investment at the moment, sorry.

If we ever get to it, the Launchpad Answers applictaion would be the first part to be translated. If you wish for more, I encourage you to become familiar with hacking on Launchpad and submit patches that bring it closer to being translatable.
