How can I reopen a bug?

I am attempting to reopen a bug (https://bugs.launchpad.net/ubuntu/+source/xchat-gnome/+bug/89806) that was closed due to a lack of information. It appears to be identical to the bug I have found, but I can not figure out how to reopen it.

You can change the status of any bug by clicking on the arrow icon to the left of the package name. This will bring up a dialogue that will let you change details of the bug as appropriate.
