Please remove deactivated accounts from the bug subscribers list

There are several idlers/inactive accounts subscribed to the bugs mails.
The users with 0 karma are probably the ones we need to look out for.
These are probably accidental subscriptions by users , who do not know how to unsubscribe...

And probably not even checking their mails.

I suggest we send a notification mail to these users and ask them to reply[within 1 month] if they wish to receive further mail notifications? Might be a bit drastic step. But just a thought. ;-)

LP is having to send out _several_ mails to these users.
Does this have any impact on the servers? or would it even help reduce the burden a bit?

We do not send email to these users, they do not have email addresses. This is a bug though that is so complicated we require a blueprint to fix the underlying issues

Hope this is cleaned up soon. The list for bugs with dups is an even bigger mess ;)
