not allowed in some sections of launchpad

why if i login i cant enter some sections of launchpad?
like this page"https://launchpad.net/ubuntu/+source/smart"
it gives me this error

this has something to do with me being from Iran , doesn't it?

I believe this releates to a bug in private PPAs or disabled PPAs that are linked to the source package.
