Who can set the status of a bug

Anyone can change the status of a bug in Launchpad. This is to make it easy for everyone to take part in the bug triage process.
However, there are a couple of bug statuses that are reserved only for project owners, bug supervisors and the relevant drivers:
* Triaged - i.e. you've decided what to with the bug
* Won't Fix - you acknowledge that it is a bug but you have no plans to fix it.
