Oh that bug does looks like the same issue.

When users merge Lp profiles, the OpenID Identifiers are copied too. The assumption is that the user has two Ubuntu SSO identities that map to one profile in Lp. I have seen a lot of madness with criss-crossed email addresses -- SSO and Lp can have different email address associated with the OpenID identifier.
