Here's one way to addressing the issue:
* All branch listing pages accept a show=all argument.
* All branch listing pages have a link at the top that reads "Show all branches" or "Hide merged and abandoned branches", depending on the presence of the "show=all" argument.

By default, all branch listings hide merged and abandoned branches.
