Comment 9 for bug 341687

In a way, this is a workaround for denormalization in the model: the whole milestone is either released or not, but every bug needs to be manually updated. Rather than fixing this directly, we could fix bug 163694 by having just one 'fixed' state, which would make this unnecessary.
