I'm going to trim the focus on this bug on the email delivery aspects; wanting non-email subscriptions to bugs is already covered I think via the feature request for favourite bugs lists - an implementation that let you choose email/no-email on a per bug basis would essentially be providing in-webapp changes vs email changes.
